While returning to Earth from another mission in space, Hal flies over Europe and recalls that Pieface is missing a stamp from the kingdom of Modora, a small country in the Balkans. Going there to collect that stamp as a surprise for Pieface, Green Lantern learns that since people don’t send mail out of the country stamps are very rare. Probing the mind of a clock maker, he learns of a Modorian named Bito Wladon, an inventor who has traveled to America, whom the clockmaker worries is up to no good.

Returning home, Green Lantern consults his ring to tell him about Wladon: Bito Wladon is a brilliant inventor who specializes in sound and has a hatred for larger countries, the United States in particular and had decided to become a criminal to boost awareness of his home land of Modora by committing fantastic crimes in America.

Arriving in the states, Green Lantern learns that Wladon has already begun his career in crime as the costumed criminal known as Sonar. Defeated in their initial encounter, Green Lantern battles Sonar again as he tries to rob the Star Laboratory. When Sonar uses his sonic weapon to make Green Lantern believe everything is yellow, the criminal escapes again. Restoring his mind with his power ring, Green Lantern makes one more attack on Sonar, capturing him with ease when he uses his power ring to create a waterspout that washes up the criminal. With Sonar turned over to the police, his story makes international headlines, getting Modora the world images Sonar believed it deserved. For defeating Sonar, the people of Modora give Green Lantern a Modorian stamp which he gives to Pieface for his collection.
